“Resolution on safe and open cyberspace <\/p>\n
The IDC-CDI recognizes that digital innovations are reshaping our society and economy with
\na scale and speed that has never been seen before; that they offer unimaginable
\nopportunities for driving growth, jobs and improving the lives of citizens.<\/p>\n
But we also
\nrecognize that with the digitalization of our economies and societies in this interconnected
\nworld, more threats will appear that will have the potential to disrupt everyday life.<\/p>\n
Cyberattacks have shut down electrical grids, airports and government networks; have turned
\ndown nuclear centrifuges and financial institutions\u2019 network.<\/p>\n
More recently and worrisome
\nwe observe, cyberattacks alongside with disinformation campaigns have attempted to
\nundermine trust in liberal democracy.<\/p>\n
The internet has considerable potential to promote democracy, cultural diversity and human
\nrights like the freedom of expression and freedom to information.<\/p>\n
We must protect these
\nonline freedoms.<\/p>\n
The IDC-CDI <\/p>\n
–
\nCalls on an open, free and safe cyberspace in order to achieve trust among citizens,
\ngovernments and enterprises.<\/p>\n
–
\nUrges to better protection of critical infrastructures and institutional networks from
\ncyberattacks, in order to protect our economies and citizens.<\/p>\n
–
\nCalls on companies across the digital and tech sector to step up in taking new and
\ninnovative measures to better protect and defend their customers and citizens,
\nincluding from nation-state attacks.<\/p>\n
–
\nStresses that we must seek global norms for cyberwar.<\/p>\n
It\u2019s not clear that the Geneva
\nConvention and Humanitarian international law apply to cyber-warfare as they apply
\nin traditional war.<\/p>\n
Before, conflicts between nations were confined to the ground, sea
\nand air.<\/p>\n
Today, cyberspace has become the new and global battleground.<\/p>\n
There are
\ngovernments attempting to exploit and even weaponize software to achieve national
\nsecurity objectives, and also increasing investments in cyber offense.<\/p>\n

\nRecommends the creation of cyber-diplomacy capacity and instruments at the highest
\nlevel so that consensus on the rules, norms and enforcement measures in cyberspace
\ncan be reached and agreed globally.<\/p>\n
