“Resolution on Enhancing Peace, Tolerance and Reconciliation
\nWe the Centrist Democrats International (CDI) are deeply concerned about the ongoing
\nchallenges and threats to global peace and security, including social and political instability, in
\nmany parts of the world.<\/p>\n
Those challenges and threats have become formidable in countless
\nways, affecting the progress, happiness, and unity of humanity and importantly producing
\ngrave social and economic consequences for generations to come.<\/p>\n
Realising the fragility of global peace which is one of the precursors for the decline in human
\ncivilisations, we hereby raise our voices and galvanize our collective strengths to promote
\npeace, tolerance and reconciliations among societies and nations.<\/p>\n
\u2022 We appreciate the CDI\u2019s leadership for initiating an internal functional mechanism to
\nwork on promoting the values and peace as a stepping stone and foundation to project
\nour collective influence on achieving lasting peace and inclusive development in across
\nthe continents, namely Asia, Europe, Africa, the America, and Latin America on the
\nbasis of international law, especially the sovereignty of states and non-violations of the
\nborders.<\/p>\n
\u2022 We aim to galvanize a critical mass of international support and solidarity such that
\nthe world acts in unison to curtail the intensifying tensions and address these
\nchallenges.<\/p>\n
\u2022 We strive to further promote social and inter-faith harmony and value-based social
\nprogress by upholding freedoms and by advocating for effective governance, rule of
\nlaw, and justice.<\/p>\n
\u2022 We therefore call for enhanced approaches to peacebuilding, active and proactive
\nconflict prevention, and win-win solutions and reconciliations in all domestic and
\ninternational conflicts by encouraging parties in conflicts to resort to the use of non-
\nviolence, non-aggression and non-provocation.<\/p>\n
\u2022 We also call for the establishment of a global architecture for peacebuilding,
\nconfliction prevention, reconciliation and post-conflict prevention in leveraging the
\nconstructive roles of governments, parliaments, political parties, private sector and
\ncivil society organisations as an operational mechanism to promote the values and
\npeace in support of the UN agenda for peace and sustainable development.<\/p>\n

Resolution on the Political Situation in Madagascar before the legislative elections <\/p>\n
IDC-CDI, as an international multi-stakeholder organization: <\/p>\n
-Deplores the fact that after the previous elections and in particular the presidential elections
\nof 2018 and 2023, the recommendations made by election observers, including the European
\nUnion, have not been implemented;
\n-Notes that the lack of dialogue, the partiality of the Institutions and the Administration, as
\nwell as the relatively low turnout rate demonstrate that the November 2023 presidential
\nelection is not credible;
\n-Takes note that it is the same electoral texts, the same regime and the same biased
\ninstitutions that are preparing the legislative elections of 29 May 2024;
\n– Among the illegal and anti-democratic acts of the regime, the High Constitutional Court
\nhastily and in a partisan manner pronounced the dismissal of parliamentarians who dared to
\ndenounce the unconstitutional excesses and failures of the regime;
\n-Notes that corruption is widespread and the rule of law has been flouted, as a result,
\nMadagascar’s economy and the living conditions of its population continue to deteriorate: the
\nurban poverty rate has increased from 42.2% in 2012 to 55.5% in 2022 and the rural poverty
\nrate is stagnating at 80%.<\/p>\n
To ensure that the legislative elections are democratic and to put an end to authoritarian
\nexcesses:
\nWe urge Madagascar’s technical and financial partners to demand the implementation of the
\nelection observers’ recommendations;
\nWe remind all stakeholders that only respect for the Constitution and other texts in force can
\nrestore the rule of law and the credibility of the institutions of the Republic.<\/p>\n
We condemn the anti-democratic excesses of the current regime and support the efforts of
\nthe Malagasy Miara-Miainga Party (MMM) to defend Democracy and the Rule of Law, which
\nare the only ways for the Malagasy people to envisage sustainable development.<\/p>\n

\n-Observa que la falta de di\u00e1logo, la parcialidad de las instituciones y de la Administraci\u00f3n, as\u00ed
\ncomo la tasa de participaci\u00f3n relativamente baja, demuestran que las elecciones
\npresidenciales de noviembre de 2023 no son cre\u00edbles;
\n-Toma nota de que son los mismos textos electorales, el mismo r\u00e9gimen y las mismas
\ninstituciones sesgadas las que preparan las elecciones legislativas del 29 de mayo de 2024;
\n– Entre los actos ilegales y antidemocr\u00e1ticos del r\u00e9gimen, el Tribunal Constitucional Superior
\npronunci\u00f3 apresuradamente y de manera partidista la destituci\u00f3n de parlamentarios que se
\natrevieron a denunciar los excesos y fracasos inconstitucionales del r\u00e9gimen;
\n-Observa que la corrupci\u00f3n est\u00e1 muy extendida y que se ha incumplido el Estado de Derecho,
\ncomo consecuencia de ello, la econom\u00eda de Madagascar y las condiciones de vida de su
\npoblaci\u00f3n siguen deterior\u00e1ndose: la tasa de pobreza urbana ha aumentado del 42,2 % en 2012
\nal 55,5 % en 2022 y la tasa de pobreza rural se ha estancado en el 80 %.<\/p>\n
Para garantizar que las elecciones legislativas sean democr\u00e1ticas y poner fin a los excesos
\nautoritarios:
\nInstamos a los socios t\u00e9cnicos y financieros de Madagascar a que exijan la aplicaci\u00f3n de las
\nrecomendaciones de los observadores electorales;
\nRecordamos a todas las partes interesadas que s\u00f3lo el respeto a la Constituci\u00f3n y a los dem\u00e1s
\ntextos vigentes puede restablecer el Estado de Derecho y la credibilidad de las instituciones

Resolution on the current situation in Lebanon
\nThe UCDL Party, in line with the previous resolutions adopted and issued by the Executive
\nCommittee meeting in Brussels on 14-11-23:
\n– Noting that since then the military escalation continues to escalate and that the UN Security
\nCouncil crucial resolutions regarding Lebanon\u2019s security, peace and stability 1559 in 2004 and
\n1701 in 2006, continue to be unimplemented and daily violated.<\/p>\n
– Noting also that Lebanon\u2019s democracy continues to be under real threat by non-democratic
\npractices caused by Hezbollah and its allies that are blocking the elections of a new Christian
\npresident of the Republic, thus imposing a vacancy in the presidency since October 31st, 2022.<\/p>\n
– Observing that Lebanon\u2019s economic and financial crises without any accountability have
\ndriven the country into complete collapse.<\/p>\n
– Noting again that the collapse in the country is being accelerated by the uncontrolled
\n\u201ctemporary\u201d presence of approximately 2 million Syrians on its soil.<\/p>\n
They constitute a national
\nsecurity treat and have extensively drained the natural resources in the country.<\/p>\n
Taking all these facts into consideration, we appeal for the International Community and, in
\nparticular, for the Executive Committee to support Lebanon by adopting the following
\nresolutions:
\n1- Calls for an International Conference through the UN to support Lebanon\u2019s Sovereignty,
\nindependence, neutrality, and integrity and protect its borders by UN police.<\/p>\n
2- Calls for the urgent necessity of electing a Christian President for the Lebanese Republic
\nwhich will restore confidence in the governance of Lebanon and balance within its institutions.<\/p>\n
3- Calls on the International Community to fully implement the UNSC resolutions 1559 and
\n1701.<\/p>\n
4- Calls on the International Community to condemn the illegitimate presence of armed
\nmilitias on Lebanese soil.<\/p>\n
5- Calls on the International Community to facilitate the urgent return of the Syrian \u201cRefugees\u201d
\nto secure areas in Syria and to support Lebanon to cope with the enormous and devastating
\nneeds of more than 2 million (1\/3 of Lebanon population) refugees in light of Lebanon\u2019s worst
\neconomic and financial crisis as well the suffering and enormous needs of most of its people.<\/p>\n
6- Calls on the International Community to support the return of Lebanon to be a land of
\nconvergence and dialogue among civilizations, a land of active neutrality and of peace.<\/p>\n

\nEl Partido UCDL del L\u00edbano, en l\u00ednea con las resoluciones anteriores adoptadas y
\nemitidas por el Comit\u00e9 Ejecutivo reunido en Bruselas los d\u00edas 14-11-23:
\n– Tomando nota de que, desde entonces, la escalada militar sigue aumentando y que
\nlas resoluciones cruciales del Consejo de Seguridad de las Naciones Unidas relativas a
\nla seguridad, la paz y la estabilidad del L\u00edbano de 1559 en 2004 y 1701 en 2006 siguen
\nsin aplicarse y se violan a diario.<\/p>\n
– Observando tambi\u00e9n que la democracia del L\u00edbano sigue estando amenazada por
\npr\u00e1cticas no democr\u00e1ticas causadas por Hizbola y sus aliados que est\u00e1n bloqueando las
\nelecciones de un nuevo presidente cristiano de la Rep\u00fablica, imponiendo as\u00ed una
\nvacante en la presidencia desde el 31 de octubre de 2022.<\/p>\n
– Observando que las crisis econ\u00f3micas y financieras del L\u00edbano sin ninguna rendici\u00f3n
\nde cuentas han llevado al pa\u00eds al colapso total.<\/p>\n
– Se\u00f1alando una vez m\u00e1s que el colapso en el pa\u00eds est\u00e1 siendo acelerado por la
\npresencia “temporal” incontrolada de aproximadamente 2 millones de sirios en su
\nterritorio.<\/p>\n
Constituyen una amenaza para la seguridad nacional y han agotado
\nampliamente los recursos naturales del pa\u00eds.<\/p>\n
Teniendo en cuenta todos estos hechos, hacemos un llamamiento a la comunidad
\ninternacional y, en particular, al Comit\u00e9 Ejecutivo para que apoyen al L\u00edbano mediante
\nla aprobaci\u00f3n de las siguientes resoluciones:
\n1- Pide una Conferencia Internacional a trav\u00e9s de la ONU para apoyar la soberan\u00eda,
\nindependencia, neutralidad e integridad del L\u00edbano y proteger sus fronteras por parte
\nde la polic\u00eda de la ONU.<\/p>\n
2- Pide la urgente necesidad de elegir un presidente cristiano para la Rep\u00fablica
\nLibanesa que restablezca la confianza en la gobernanza del L\u00edbano y el equilibrio dentro
\nde sus instituciones.<\/p>\n
3- Pide a la comunidad internacional que aplique plenamente las resoluciones 1559 y
\n1701 del Consejo de Seguridad de las Naciones Unidas.<\/p>\n
4- Pide a la comunidad internacional que condene la presencia ileg\u00edtima de milicias
\narmadas en suelo liban\u00e9s.<\/p>\n
5- Pide a la comunidad internacional que facilite el retorno urgente de los “refugiados”
\nsirios a zonas seguras en Siria y que apoye al L\u00edbano para hacer frente a las enormes y
\ndevastadoras necesidades de m\u00e1s de 2 millones de refugiados (1\/3 de la poblaci\u00f3n
\nlibanesa) a la luz de la peor crisis econ\u00f3mica y financiera del L\u00edbano, as\u00ed como del
\nsufrimiento y las enormes necesidades de la mayor\u00eda de su poblaci\u00f3n.<\/p>\n
6- Pide a la comunidad internacional que apoye el regreso del L\u00edbano a ser una tierra
\nde convergencia y di\u00e1logo entre civilizaciones, una tierra de neutralidad activa y de paz.<\/p>\n

Resolution on the current situation and the upcoming electoral process in Mexico
\nThe Centrist Democrat International (IDC-CDI) expresses its concern over the poor
\nperformance of the President of Mexico, his authoritarianism, lack of respect for the laws and
\nthe Constitution, and the absence of a security strategy that is worrying in view of the general
\nelections on 2 June.<\/p>\n
In this regard, the following is noted:
\n1.<\/p>\n
His “poor first” slogan of President Andr\u00e9s Manuel L\u00f3pez Obrador is a farce.<\/p>\n
This policy
\nis far from being a priority for the president of Mexico and during this administration the poor
\nhave been the most vulnerable in terms of health, unemployment and insecurity.<\/p>\n
2.<\/p>\n
The president tries to deceive the population by pointing out that poverty has
\ndecreased in the country, but forgets to mention that more than 10 million Mexicans have
\nreturned to extreme poverty.<\/p>\n
3.<\/p>\n
During this six-year term, women have been abandoned by the government, which has
\nhad a significant social impact.<\/p>\n
Valuable social and protection programs for this sector have
\nbeen cancelled, such as health programs, full-time schools for the children of working
\nmothers, and shelters for women victims of violence, to name a few.<\/p>\n
4.<\/p>\n
The president’s emblematic works to which a large number of public resources have
\nbeen allocated, such as the Mayan Train, the Dos Bocas refinery and the Felipe \u00c1ngeles
\nInternational Airport, are synonymous with ecocide, corruption and pollution.<\/p>\n
These plans
\nsimply do not work and have caused unimaginable damage to the environment, society and
\nthe national economy.<\/p>\n
5.<\/p>\n
One of the most worrisome issues is that of violence and insecurity because in the
\nabsence of an effective strategy, this six-year term has already been described as the most
\nviolent in the history of Mexico.<\/p>\n
In this regard, the following is mentioned:
\na)
\nDuring the administration of Andr\u00e9s Manuel L\u00f3pez Obrador, more than 171,000
\nhomicides have been registered.<\/p>\n
b)
\nMexico is one of the most dangerous countries in the world to practice journalism
\noutside of war zones and is at the forefront of attacks against the press.<\/p>\n
During 2023, 561 of
\nthese attacks were recorded, which translates into a journalist or media outlet being attacked
\nevery 16 hours in the country for carrying out their work.<\/p>\n
c)
\nCases of disappearance in Mexico are a growing humanitarian crisis, and the federal
\ngovernment is making up the numbers.<\/p>\n
During this six-year term, one person disappears every
\nhour and according to figures, the number of disappeared people went from 35,000 to
\n114,000 during this six-year term.<\/p>\n
The level of impunity for this crime is almost 100 per cent.<\/p>\n
d)
\nAt least 11 women are murdered every day simply because they are women.<\/p>\n

Mexicans are called to the polls to elect more than 20,000 positions, including the
\nPresidency of the Republic, 500 deputies, 128 senators, 8 governorships, 1,786 municipal
\npresidencies, 1,975 syndicates, 14,219 aldermen, and 1,098 local deputies, among others, in
\nwhat will be the largest general elections in its history.<\/p>\n
7.<\/p>\n
It is worrisome that the participation of organized crime has permeated in such a way
\nthat 29 candidates from all political parties have been murdered \u2013 as of April 2, 2024 \u2013 and 76
\nmore people linked to the electoral process, so the figure is expected to be higher than the
\n2021 midterm elections.<\/p>\n
8.<\/p>\n
For this reason, from the PAN we call for the participation of electoral observers
\nbecause we are facing a state election in which the collaboration of the international
\ncommunity will be essential to help us maintain the transparency of the electoral process or
\nto point out any illegal act that could occur at the polls on election day.<\/p>\n

\nLa Internacional Dem\u00f3crata de Centro (IDC-CDI) expresa su preocupaci\u00f3n por el deficiente
\ndesempe\u00f1o del presidente de M\u00e9xico consecuencia, entre otros, de su autoritarismo, nulo
\nrespeto por las leyes y la Constituci\u00f3n e inexistencia de una estrategia en materia de seguridad
\nque preocupa de cara a las elecciones generales del pr\u00f3ximo 2 de junio.<\/p>\n
Al respecto se se\u00f1ala
\nlo siguiente:
\n1.<\/p>\n
Su lema de \u201cprimero los pobres\u201d del presidente Andr\u00e9s Manuel L\u00f3pez Obrador es una
\nfarsa.<\/p>\n
Este sector est\u00e1 muy lejos de ser una prioridad para el presidente de M\u00e9xico y durante
\nesta administraci\u00f3n ellos han sido los m\u00e1s vulnerables en temas de salud, desempleo e
\ninseguridad.<\/p>\n
2.<\/p>\n
El presidente intenta enga\u00f1ar a la poblaci\u00f3n se\u00f1alando que en el pa\u00eds ha disminuido la
\npobreza, pero omite hablar de que m\u00e1s de 10 millones de mexicanos han regresado a la
\npobreza extrema.<\/p>\n
3.<\/p>\n
Durante este sexenio las mujeres han sido abandonadas por el gobierno lo que ha
\nocasionado un importante impacto social.<\/p>\n
Se han cancelado valiosos programas sociales y de
\nprotecci\u00f3n a este sector como programas de salud, escuelas de tiempo completo para los hijos
\nde madres trabajadoras y refugios para mujeres v\u00edctimas de violencia, por se\u00f1alar algunos.<\/p>\n
4.<\/p>\n
Las obras emblem\u00e1ticas del presidente a las que se les han destinado una gran
\ncantidad de recursos p\u00fablicos como el Tren Maya, la refiner\u00eda Dos Bocas y el Aeropuerto
\nInternacional Felipe \u00c1ngeles son sin\u00f3nimo de ecocidio, corrupci\u00f3n y contaminaci\u00f3n.<\/p>\n
Estas
\nocurrencias simplemente no funcionan y han ocasionado da\u00f1os inimaginables al medio
\nambiente, a la sociedad y a la econom\u00eda nacional.<\/p>\n
5.<\/p>\n
Uno de los temas m\u00e1s preocupantes es el de la violencia y la inseguridad pues ante la
\ninexistencia de una estrategia efectiva, este sexenio ya ha sido calificado como el m\u00e1s violento
\nde la historia de M\u00e9xico.<\/p>\n
En este sentido se menciona lo siguiente:
\na)
\nDurante la administraci\u00f3n de Andr\u00e9s Manuel L\u00f3pez Obrador se han registrado m\u00e1s de
\n171 mil homicidios.<\/p>\n
b)
\nM\u00e9xico es uno de los pa\u00edses m\u00e1s peligrosos para ejercer el periodismo en el mundo al
\nmargen de las zonas de guerra y se encuentra en los primeros lugares de ataques contra la
\nprensa.<\/p>\n
Durante 2023 se registraron 561 de estas agresiones lo que se traduce en que un
\nperiodista o medio de comunicaci\u00f3n ha sido atacado cada 16 horas en el pa\u00eds por el ejercicio
\nde su labor.<\/p>\n

c)
\nLos casos de desaparici\u00f3n en M\u00e9xico constituyen una crisis humanitaria que va en
\naumento y el gobierno federal maquilla las cifras.<\/p>\n
Durante este sexenio desaparece una
\npersona cada hora y de acuerdo con cifras de colectivos el n\u00famero de desaparecidos pas\u00f3 de
\n35 mil a 114 mil durante este sexenio.<\/p>\n
El nivel de impunidad por este delito es pr\u00e1cticamente
\ndel 100%.<\/p>\n
d)
\nM\u00ednimo 11 mujeres son asesinadas al d\u00eda por el simple hecho de ser mujeres.<\/p>\n
6.<\/p>\n
Los mexicanos est\u00e1n llamados a las urnas para elegir m\u00e1s de 20 mil cargos de elecci\u00f3n
\npopular, entre ellos la Presidencia de la Rep\u00fablica, 500 diputaciones, 128 senadur\u00edas, 8
\ngubernaturas, 1,786 presidencias municipales, 1,975 sindicaturas, 14,219 regidur\u00edas y 1,098
\ndiputaciones locales, entre otros, en lo que ser\u00e1n las elecciones generales m\u00e1s grandes de su
\nhistoria.<\/p>\n
7.<\/p>\n
Es preocupante que la participaci\u00f3n del crimen organizado haya permeado de tal
\nmanera que se contabilizan 29 candidatos de todos los partidos pol\u00edticos asesinados \u2013 al 2 de
\nabril de 2024- y de 76 personas m\u00e1s vinculadas al proceso electoral por lo que se prev\u00e9 que la

\nparticipen como observadores electorales debido a que nos encontramos frente a una

\npara ayudarnos a mantener la transparencia del proceso electoral o bien para se\u00f1alar todo

Resolution on the urgent need to foster universal human fraternity in order to address the
\nmultiple crises facing humanity
\nAffirming the noble aspirations and purpose of the Charter of the United Nations, as expressed
\nin its Preamble:
\n \u201cWe the peoples of the United Nations determined to save succeeding generations from the
\nscourge of war, which twice in our lifetime has brought untold sorrow to mankind, and to
\nreaffirm faith in fundamental human rights, in the dignity and worth of the human person, in
\nthe equal rights of men and women and of nations large and small\u201d;
\nRecalling that Article 1 of the Universal Declaration of Human Rights states: \u201cAll human beings
\nare born free and equal in dignity and rights.<\/p>\n
They are endowed with reason and conscience
\nand should act towards one another in a spirit of brotherhood\u201d;
\nRecognizing that the spirit of fraternity has constituted one of the noblest values embraced
\nby humanity since ancient times, and lies at the heart of innumerable cultures and religions;
\nAcknowledging that the spirit of fraternity may be restricted to members of one\u2019s own ethnic,
\nreligious, or other identity group, or extend to encompass all of humanity and creation at
\nlarge;
\nAware that the primordial cycle of hatred, tyranny, and violence that has plagued humanity
\nsince the dawn of history \u2014 including the evils and devastation associated with war \u2014 arises
\nfrom a lack of fraternity and\/or a narrow \u201ctribal\u201d definition thereof;
\nNoting with deep concern that scientific developments in the fields of artificial intelligence
\nand military technology, as well as urbanization and the interconnected nature of the global
\neconomy and food supply, threaten to produce human suffering on an unprecedented scale,
\nif humanity fails to develop and embrace a spirit of universal fraternity;
\nConvinced of the urgent need to identify shared values and establish reciprocity among the
\nworld\u2019s diverse peoples, cultures, and religions, by treating one another in accordance with
\nthe highest moral standards embraced by our respective traditions, including universal human
\nfraternity;
\nRecalling the verse in the Maha Upanishad, which states: \u201cDiscrimination saying, \u2018This one is
\na relative, that [other one] a stranger,\u2019 is only for the small-minded.<\/p>\n
For the noble-minded, the
\nwhole world is a single family\u201d; <\/p>\n

Observing that the primary message of the Twelfth Rock Edict erected by Ashoka, the 3rd
\ncentury BCE Buddhist Emperor who ruled much of India, is that profound spiritual dialogue
\nbetween those who follow different religious paths \u2014 pursued in a spirit of mutual respect
\nand humility, for the purpose of learning from one another \u2014 will naturally lead to the
\nflourishing of all;
\nNoting with appreciation that Christian Democracy emerged in the 19th century from a long
\ntradition of Christian Humanism, including Catholic and Protestant social teachings that seek
\nto foster social justice and the welfare of society as a whole;
\nHaving studied the words of French Catholic philosopher Jacques Maritain, whose thought
\nhelped lay the groundwork for modern Christian Democracy in Western Europe and Latin
\nAmerica, and for the Second Vatican Council:
\n\u201cNothing in history, indeed, goes to show that religious feeling or religious ideas have been
\nparticularly successful in pacifying men.<\/p>\n
Religious differences seem rather to have fed and
\nsharpened their conflicts.<\/p>\n
And yet, if it is true that human society must bring together in the
\nservice of the same terrestrial common good men belonging to different spiritual families,
\nhow can the peace of that temporal society be lastingly assured if first in the domain that
\nmatters most to the human being \u2014 in the spiritual and religious domain itself \u2014 relationships
\nof mutual respect and mutual understanding cannot be established?\u201d
\nFurther recalling the Pastoral Constitution on the Church in the Modern World (Gaudium et
\nspes) adopted by the Second Vatican Council in 1965, which states: \u201cA firm determination to
\nrespect other men and peoples and their dignity, as well as the studied practice of
\nbrotherhood, are absolutely necessary for the establishment of peace\u201d;
\nRealizing that in 1984, Indonesia\u2019s Nahdlatul Ulama established a theological framework for
\nthe concept of brotherhood that was not limited to Muslims (ukhuwwah islamiyah), but also
\nencompassed all the citizens of a nation (ukhuwwah wathaniyah) and, indeed, the
\nbrotherhood of all humanity (ukhuwwah basyariyah);
\nHaving considered the significance of the historic gathering of religious leaders \u2014 including
\nChristians, Jews, Muslims, Hindus, Buddhists, Jains, Sikhs, and Zoroastrians, as well as
\npractitioners of Shintoism and other traditional religions \u2014 that occurred in Assisi, Italy in
\n1986;
\nAware that Pope John Paul II personally selected the site at which these interfaith leaders
\ngathered to fast and pray together, \u201cbecause of the particular significance of the holy man
\nvenerated here \u2014 Saint Francis \u2014 known and revered by so many throughout the world as a
\nsymbol of peace, reconciliation and brotherhood\u201d;
\nObserving that Christian Democracy experienced a significant revival in Central and Eastern
\nEurope following the collapse of Soviet hegemony in 1989; <\/p>\n

Alarmed by the re-emergence of religious conflict in the 1990s and post-9\/11, as well as
\nindications of an intensifying clash of civilizations, which threaten to unravel the rules-based
\ninternational order established in the wake of the Second World War;
\nNoting with appreciation that in 2019, His Holiness Pope Francis and His Excellency Dr.<\/p>\n
Ahmed
\nal-Tayyeb, Grand Shaykh of Egypt\u2019s al-Azhar University, signed the Document on Human
\nFraternity for World Peace and Living Together in Abu Dhabi, United Arab Emirates;
\nRecalling that in 2019 the government of Abu Dhabi established the Zayed Award for Human
\nFraternity, which \u201crecogniz[es] individuals or entities across the world who lead by example,
\ncollaborating selflessly and tirelessly to bridge divides and create real human connection,
\noften at great personal sacrifice\u201d;
\nWelcoming the decision by the government of Timor-Leste in 2022 to adopt the Document on
\nHuman Fraternity, thus becoming the first country in the world to do so;
\nHaving considered that under the leadership of H.E.<\/p>\n
Jos\u00e9 Ramos-Horta, Nobel Peace Laurate
\nand President of Timor-Leste, his nation is integrating the principles of the Document on
\nHuman Fraternity into its school curriculum;
\nRecognizing that the Muslim World League, under the leadership of Secretary General Shaykh
\nMohammad bin Abdulkarim Al-Issa, is working to foster a spirit of universal human fraternity
\nthrough its cooperation with people of goodwill of every faith and nation;
\nNoting further that in 2022, Nahdlatul Ulama established the G20 Religion Forum (R20), in
\nconjunction with Indonesia\u2019s Presidency of the G20, in order to \u201chelp ensure that religion
\nfunctions as a genuine and dynamic source of solutions, rather than problems, in the 21st
\ncentury\u201d;
\nExpressing its satisfaction that the Kingdom of Morocco is helping to safeguard international
\npeace and security, and providing an invaluable service to humanity, by sharing its traditionally
\npluralistic and tolerant understanding and practice of Islam with Muslims in Europe and the
\nSahel region;
\nThe CDI:
\nRecognizes the urgent need to foster universal human fraternity in order to address the
\nmultiple crises facing humanity; and
\nUrges CDI member parties and governments to nurture the spirit of universal human
\nfraternity, both domestically and internationally, through the diverse governmental and civil

Resolution on Putin’s war against Ukraine
\nConsidering that since the unjustified attack by Putin’s army on Ukraine on February 24, 2022,
\nthe siege and shelling of different Ukrainian cities and against the civilian population have not
\nceased, and that this is a violation of Democracy and the Human Dignity of the Ukrainian
\npeople.<\/p>\n
Considering that the Ukrainians are on the front line, but that the fight for survival is also in
\nfavour of the Europeans themselves and the stability of democracies around the world that
\nare threatened by Putin’s desire for conquest.<\/p>\n
Considering that the only border that Putin can respect is the one established by NATO.<\/p>\n
Emphasizing our determination to provide Ukraine and its people with strong political,
\nfinancial, economic, humanitarian and diplomatic support.<\/p>\n
From the IDC-CDI:

\nWe demand an end to Putin’s armed conflict against Ukraine and its civilian population.<\/p>\n

Considering the fraudulent Presidential elections held in Russia between 15-17 March 2024,
\nwhere dictator Vladimir Putin once again demonstrated to the international community that
\nhis regime has no commitment to democracy and the rule of law;
\nWhereas Putin imprisoned his strongest political opponents so as not to face any credible
\nopposition candidates, thereby preventing any electoral challenge and securing a fifth term
\nthat will allow him to preside over Russia until 2030;
\nConsidering Putin’s harsh response against his opponents, which led to the assassination of
\nAlexei Navalny on 16 February in a Russian prison in the Arctic Circle, this murder being a
\ndirect criminal violation of Human Dignity and Freedom of Expression;
\nConsidering Putin’s unjustified war on Ukraine, an unjustified aggression that has caused the
\ndeath of thousands of civilians and is a threat to Europe and the democratic world;

\nConsiderando la dura respuesta de Putin contra sus opositores, que le ha llevado al asesinato
\nde Alexei Navalny el pasado 16 de febrero en una prisi\u00f3n rusa del C\u00edrculo Polar \u00c1rtico,
\nsuponiendo este asesinato una criminal violaci\u00f3n directa a la Dignidad Humana y a la Libertad
\nde Expresi\u00f3n;
\nTeniendo en cuenta la injustificada guerra declarada por Putin a Ucrania, una agresi\u00f3n
\ninjustificada que ha causado la muerte de miles de civiles y supone una amenaza para Europa
\ny el mundo democr\u00e1tico;

Resolution on the Democratic Crisis in the Republic of Colombia
\nThe IDC-CDI, as an international inter-party organization that defends democratic values as

Analyzes carefully the crisis of democracy in the Republic of Colombia, due to the
\nalleged illegal financing of the 2022 presidential campaign of the current president of
\nColombia, Gustavo Petro, made public knowledge thanks to the testimonies provided by some
\nmembers of his family and campaign officials in the judicial processes that are being carried
\nout in Colombia.<\/p>\n
2.<\/p>\n
Examines with concern the announcement made by President Gustavo Petro about
\nthe convening of a National Constituent Assembly, with the purpose of modifying the 1991
\nMagna Carta at his personal convenience.<\/p>\n
The above, added to the repeated violation of the
\nprinciple of separation of powers, as well as the breakdown of democratic values in the Rule
\nof Law in just one year and 8 months of government, warns and warns about the possible
\nauthoritarian course that this constituent process could mean in the country, an equivocal
\ntransgression that preceded the dictatorships of Venezuela.<\/p>\n

Recognizes with deep concern that transnational organized crime has been intensifying the
\nviolence that threatens the security, stability and democratic governance of several States in
\nthe region and has also undermined citizen security and the institutions of the Ecuadorian

Taking into account, too, the links between terrorism, transnational organized crime and illicit

\nfundamental foundations of the rule of law in the Republic of Haiti, and in response to the
\nrequests of the parties of the Dominican Republic, members of the Centrist Democrat
\nInternational:
\nTaking into account the accelerated process of institutional breakdown that the Republic of
\nHaiti is suffering, where paramilitary gangs have sown terror in almost the entire territory of
\nthe capital, Port-au-Prince, attacking the defenceless population and outperforming in
\noperational and response capacity the decimated Haitian national police, an institution that
\nhas suffered considerable casualties and desertions in recent months.<\/p>\n
Monitoring the deterioration of the living conditions of the Haitian population, characterized
\nby levels of extreme poverty, hunger, unsanitary conditions, lack of drinking water, absence
\nof basic health services and shortages of medicines, a situation that keeps the people of that
\ncountry in a state of prostration and despair.<\/p>\n
Noting with concern the proliferation of numerous heavily armed gangs, which have taken
\ncontrol of important areas of the capital, Port-au-Prince, as well as several provinces of the
\nRepublic of Haiti, with acts of violence, terror, aggression and bloodshed,

Requests and exhorts the international community, in particular those countries with

Analyzes with deep concern the political situation in Venezuela, characterized by the
\npersistence of a despotic regime that has undermined the foundations of democracy, has
\ndismantled the Constitutional Rule of Law, as well as destroyed the Venezuelan nation,
\ncausing the migration of almost 8,000,000 Venezuelans.<\/p>\n
2.<\/p>\n
Strongly condemns the continued political repression and systematic and widespread
\nviolation of human rights in Venezuela, committing crimes against humanity, under the regime
\nof Nicol\u00e1s Maduro.<\/p>\n
3.<\/p>\n
Strongly rejects the recent decision of dictator Nicol\u00e1s Maduro to disqualify opposition
\nleaders Mar\u00eda Corina Machado and, its representative agreed by unanimity due to her

\ndrawn significant attention, signaling years characterized by political turbulence and
\nsimmering tensions.<\/p>\n
The looming specter of violence casts a shadow over the potential
\noutcomes of these movements, prompting the world to brace itself for their uncertain
\ntrajectories and the possible consequences they may entail.<\/p>\n
In recent times, Africa has experienced a troubling surge in separatist movements and terrorist
\nactivities, posing a grave threat to the continent’s peace, stability, and development.<\/p>\n
Recognizing its role as an international organization of democratic political parties committed
\nto upholding the values of peace, stability, and humanity,
\nThe CDI-IDC hereby resolves:
\n-To strongly condemn separatism as a severe threat to national sovereignty and democratic
\nprinciples.<\/p>\n
Expressing concerns about external interference in nations’ internal affairs, the
\norganization acknowledges separatism as a catalyst for violence and instability, affecting
\nvarious societal aspects including politics, economics, social dynamics, and legal frameworks.<\/p>\n
-To acknowledge the development of separatist movements and terrorist groups as a
\nsignificant danger undermining the stability of countries and hindering peace and regional
\nintegration in Africa.<\/p>\n
To condemn countries and organizations providing shelter, support,

Sustainable solutions require the active

\nReiterating the IDC-CDI\u2019s support for Georgia\u2019s Euro-Atlantic integration, peaceful and
\ndemocratic development, economic advancement, and the aspirations of the Georgian people
\nto live in a free and secure country,
\nRecalling the recent announcement by Georgia’s ruling party to reintroduce a draft law on
\n“Transparency of Foreign Influence\u201d.<\/p>\n
Noting with concern the failure to adhere to the previous
\ncommitment made by the Georgian government and the ruling party to “unconditionally
\nwithdraw” such legislation, as stated last year.<\/p>\n
Joining in the calls from international organizations, the EU, US, other European institutions
\nand leaders, representatives of parliaments, civil society, and human rights organizations
\ncriticizing the above-mentioned legislation.<\/p>\n
Expressing regret over the disregard for strong
\npublic and international opposition to this proposal in March 2023, and its subsequent
\nreconsideration,
\nEmphasising the fundamental importance of creating and maintaining an environment
\nconducive to the operation of civil society organizations and ensuring media freedom, both
\nintegral to democracy and vital for Georgia’s EU accession process,
\nRecognizing that the European Council granted Georgia candidate status based on the
\naspiration of Georgian society and the understanding that specific steps outlined in the
\nCommission’s recent recommendations.<\/p>\n
Affirming that transparency should not be used as a
\nmeans to curtail the ability of civil society to function freely,
\nUrges the Georgian authorities to abstain from adopting legislation on regulations which are
\nnot in line with international standards and are similar to Russian legislation, to enact reforms
\naligned with the objective of EU membership, which enjoys the support of a vast majority of
\nGeorgian citizens, to uphold its commitment to promoting democracy, the rule of law, free
\nand fair elections, and human rights,
\nRequests the European institutions and other viable international actors to closely monitor
\ndevelopments regarding the draft law on “Transparency of Foreign Influence” in Georgia and

\n– Noting the setback in the quality of democracy in Angola;
\n– Looking at the clear intention of the current President of the Republic to amend the

\n– Noting the fact that control and manipulation of the judiciary are a common practice in
\nAngola;
\n-Considering that all members of the IDC-CDI family regularly participate in elections.<\/p>\n
The IDC-CDI:
\n1- Recommends to the Angolan Government and the Angolan Institutions linked to it
\nscrupulous respect for the Rule of Law, respect for human rights, and promote transparency
\nin the management of public affairs;
\n2- Calls for the creation of a structure to monitor the implementation of all resolutions
\napproved by the Executive Committee;
\n3- Advises that future meetings of the Executive Committee include assessments of the levels
\nof compliance with the decisions taken;
